It makes no difference where carbon dioxide is thrown into the air, mixing in the atmosphere means that the effect on world climate is the same, we should therefore not look for local solutions.  

 

The following simplified analysis shows what this means.

 

Assume that Australia builds a large Solar Cell Farm, cost $20 of which $10 is import of solar cells, probably from China.   A Dirty Coal Plant costs $5 and a Wind Turbine $10.

 

CASE 1: Aust. Solar Farm, India and China each build a Dirty Coal Plant.
